What policies in question are not working? Most (from top of my head) of the workloads which can be moved to Intune is device oriented and thus should be assigned to the devices and not the user.
Browsing the user in AAD and its devices will not show hybrid joined devices. I assume your co-managed devices are joined to on-prem and thus hybrid joined. Those will not show on the user in AAD unless specifically showing ALL devices.
So what you are seeing seems expected.
